<dc:description>El objeto de este estudio se centra en realizar una valoración del impacto&#xd;
legal que ha tenido la contratación pública del material sanitario necesario para&#xd;
combatir la pandemia del COVID-19 en España; centrándose fundamentalmente en la actividad contractual realizada por la Administración General del Estado,&#xd;
la cual ha tenido un especial protagonismo al haber sido quien ha asumido la&#xd;
mayor parte de la adquisición de este material sanitario. Y las resoluciones administrativas adoptadas en la selección de una gran parte de los contratistas han&#xd;
significado una ruptura de las reglas contenidas en la legislación, española y de la&#xd;
Unión Europea, para garantizar su aptitud para contratar, y esta contravención no&#xd;
puede quedar amparada en la excepcionalidad generada por esta crisis sanitaria.</dc:description>
<dc:description>The purpose of this study is focused on carrying out an assessment of the legal&#xd;
impact that the public procurement of the sanitary material necessary to combat the&#xd;
COVID-19 pandemic in Spain has had; focusing mainly on the contractual activity&#xd;
carried out by the General State Administration, which has had a special role as it has&#xd;
been the one who has assumed most of the acquisition of this sanitary material. And&#xd;
the administrative decisions adopted in the selection of a large part of the contractors,&#xd;
have meant a breakdown of the rules contained in the legislation, Spanish and of the&#xd;
European Union, to guarantee their eligibility for contracts, and this contravention&#xd;
cannot be covered by the exceptionality generated by this health crisis.</dc:description>
